2. BALSALL HEATH
Balsall Heath was originally the northern part of Moseley Yield in the parish of
Kings Norton and for the civil parish records relating to this area before 1895,
readers are referred to the records of that parish. In 1862, however, a Local
Board of Health was established for the urbanised area of Balsall Heath.
This became an Urban Sanitary Authority under the Act of 1872; and in 1891
Balsall Heath was incorporated into the City of Birmingham. However, Balsall
Heath remained part of Kings Norton Poor Law Union, until the general
rearrangement of local government boundaries in the city under the Greater
Birmingham Act 1911. In 1894, a separate parish of Balsall Heath was established
for all civil purposes. In practice, because Birmingham City Council provided all
local government functions, the parish was responsible for the Poor Law rating
and very little else as the records suggest. The civil parish ceased to exist in 1911
when Balsall Heath became part of the Birmingham Poor Law Union and no
longer needed to be separately rated.
